Vodocom dont keep to promise

I upgraded my contract on the 26.04.2013 at ghandi square with siphiwe. i was suppose to receive a phone and webbook. i was advise that they dont have the webbook in stock i should receive it within a week. so i trust the consultant as he is knowlidge able seems to know what he is doing. at same time i took out a top up my gig2 to accomidate the webbook. today is the 28.05.2013 and still dont have the webbook. have send emails to siphiwe with no response. every time i contact him he gives me some excuse and promise to get back to me but dont do so. yesterday and today when i contacted him he advise that he cant get the webbook. he can give me a voucher or cash in stead. i then asked him if i could cancel the top up 2gig since i dont have the webbook and cannot use it he said no. now im sitting with a top up my gig 2 and no webbook to use it on after a month. what the f... to do???
