Telkom steals my speed

I have to constantly check up on my ADSL Speed with Telkom.
Why am I paying for a 10 Meg Line and not receiving a tenth of that!?

I use my line for online work and this poses a huge problem because of this lagging, I am losing clients and even worst I have to query this problem several times and it is an annoying waste of time!
