Telkom just want money but provide no service

Telkom just want money but provide no service.
I have been putting in complaints in about my ADSL line speed since January 2013 but al I get is we are looking in to it and the I receive an sms saying that it is resolved but it is NOT. I have reported this problem about a 100 times now with no avail. I do online gaming with an Xbox 360 so I need to have the line speed that i am paying for and that is 2000kbps or the Xbox will not connect with the gaming servers.
I am luck if a get 500kbps of line speed. Most of the time i get 0 - 200kbps of line speed. 2Week back a lady phoned and told me that as long as she (Telkom) provide me with 10% of the line speed that Telkom gives me Telkom has do their job.
So please tell me way do i have internet if I cannot use it.
All you do is do a line speed test in the day but the problem is not so much in the day but in the night time between 7 and 3 in the morning but sometimes it is also a problem in the day also.
SO if you cannot provide me with the 2000kbps line I am pay for then please tell me so that I can cancel it please. I am sick of complaining about Telkom don't care, money hungry attitude.
