Poor ADSL line

More than a month ago I had a problem with an inconsistently ADSL line and internet [URL Removed] that was more of than working.
A Telkom technician came to my house and installed a new cable from the pole in the yard next door to my house, but also informed me that the actual problem was a faulty underground cable, which he reported and said it will be attended to.
Now more than a month later and after reporting it again a week ago. nothing has happened.
Contacting Telkom's call centre, they inform you that the problem has been logged, but that they can't find anything wrong with my line.

Line Speed: 192 kbits/s
What are we paying for??
