Bad ADSL line. Poor speed

I had a Telkom 2mb capped ADSL line installed 3months ago. I have never achieved more than 0.5Mbps download speed on this line and it intermittently drops connections.

I have spent around 2hrs on the phone this morning trying to get someone to help me. I have faced a whole lot of phone system menus and wait music interspersed with frustratingly unhelpful humans often followed by being disconnected. The level of service I have received is unacceptable.
