NO ACCESS TO MAKE INTERNATIONAL CALLS

I have been struggling to get access to make international calls from April 2013. I went to Shelly Beach and all the agents are helpful but does not seem to know why I cannot make international calls. I phone customer care and same happened. No one seems to know what is the reason why I cannot make international calls. They advertise the best rates for international calls but in my case, I do not have access to make the calls. I always used my Vodacom phone for international calls and did not have any problems making such calls. I really do not know where to go from here as nobody at Cell C seems able at all to assist me.
