Can't activate international roaming

I recently switched back to Cell C (after I had been on Cell C, Vodacom and MTN) as I realised all cellphone companies' service is bad, so I decided on the cheapest bad service company (Cell C).
One of the reasons I also moved back to Cell C was because I travel a lot in Africa and they advertise very good international roaming call rates.
Before I went to Ghana for a business trip, I called the Cell C call centre and activated international roaming. When I landed in Ghana, I could not call back to SA, only send text messages.
I called again this morning to sort this out as I am leaving for Malawi over the weekend upon which I was informed my international calls option can only be activated once I paid a deposit of R15000! I never activate data roaming as I know this is very expensive.
This was never communicated to me during my first call and this is absolutely mad, does everyone with international roaming pay this deposit? I never had this problem with MTN..
