WHY NOW ONLY???

I am not too happy about my statement I've received this morning, there's an additional cost of R148.24 which is for a promo service fee. What is that & why was I not informed of this? Why it was also not deducted the first month? Is this now going to be an every month thing? I called 808 and the consultant couldn't even assist me, INCOMPETENT! I will not hesistate to take this further, please give me feedback by today still.
