Uncapped Lie. Speed reduced

My 2 Meg uncapped account has been soft capped to a measly 256KB, as it is a UNCAPPED account any form of capping in unacceptable.
Soft capping was not in the terms and agreements when I moved ISPs.
This "soft capping" BS began about 4-6 weeks ago.
I have also not been given any notification of changes to the agreement.
I will go to the ASA with this as soft cap is most definitely not UNcapped, and is quite different to the shaping Telkom claim to have in place.
