Waiting for my line to transfer to new address

Hi
its been quite a long that i have applied for my line transfer from Unit No2 to Unit No12.
when i call at help line they say that the line has been transferred already, but infact no one showed up at my place. in dont have any connection in my premiss to connect. please sort me out.
