Bad ADSL connection

I moved into my new house on the 1st of October 2011 and I had my ADSL and Tel line moved to my new house and I requested a 4 meg line as that is the fastest that my exchange can handle. Telkom installed my line and it was stable for a few months then the troubles started my line would drop connection all the time and it would sync at a slower speed until it would just stop altogether I then have to restart my router to connect again so I phoned telkom and they asked me to do all the normal troubleshooting which did not help so they sent out a TECH to repair the tech told me that my SNR is to low and that the lines went underground and they are faulty he told me that he would get the underground cable guys to fix the problem. then two days later I get an SMS to state that the problem is sorted out which when I test it is not sorted out.

Now my problem is that this has been going on for Two years and i still have the same problem.
