Wrong device on upgrade deal

I went in to the Vodacom shop in Paarl Mall for an upgrade on my data contract. The deal
I wanted was the Samsung Ativ Smart PC Pro.
They told me that they do not have stock of the device and that they will have to order it. I was fine with that seeing as it was only the 20th of April and the deals is on until the 6th of May and there would be more than enough time for them to get it.
I received a sms on Friday the 3rd of May saying that the Smart PC Pro has arrived and that I could come in for the upgrade. This morning I went to the Vodacom shop for the upgrade but once we sat down and the device was handed to me I saw that it was in fact not the Smart PC Pro but just a Smart PC. He told me that he would order the Pro and notify me again when the stock comes in. I asked him if we could finalize the upgrade and I could then just wait for the device to arrive, he said that it was not possible. I could only get the contract if they have stock of the device.
Why can't contracts be signed when there is no stock in the store? I have been bullied into cellphone contracts before where there is no stock and the following month the deal does not exist anymore.
