BB BIS with no usage of internet

I am currently paying for the Black Berry BIS each month but can't use my Internet service. As soon as I am trying to surf on the net or trying to download something (when I get the opportunity of getting to the site) the speed is pathetic and extremely slow (with my signal bars at maximum). A small download of say 3 Mega-bites will download at 12 bites/second.

Why am I then paying the full amount of BIS if I only get the benefits of BBM and emails?
