Why do they employ people with limited capaciy

I had a DO go off my account, the funds crossed in the epost, so the DO was not honoured. I called them to find out if they would redeposit the DO. I was told that they would, but if it hadnt happened in the next few days, I should go to ABSA and deposit the money. Well I will never enter an ABSA branch, if my life depended on it.
So they soft locked my phone, ok, DO will go through some day. I get an sms to say my account will be debited with the full amount on the 25th April, ok cool, phone should be on the next day.
Well surprise, it goes off on the 19th April. No problem, funds are there. So I wait a day, then call them to see why phone not on, Sorry it takes 48 hours, ok, i've been without for three weeks whats a day or two. Well 4 days later I call again, SORRY, it takes 7 days. 7 days come and go. I call again, no the DO was taken off by Nudebt (collections for telkom) I must go to the bank, get a statement proving the money has gone off, then goto 8ta to get them to email it to another department.
All I see is a bunch of screen readers talking rubbish to their clients, Is this a sign of the mental capacity of the people who employed them?
