ABSA INCORRECTLY CHARGED US R1000

On Friday we used our internet banking to Transfer an amount of R20000 to our Australian account as the account was already set up. On monday when checked the money was not in our OZ account and phoned Absa bank. they said that it usually takes up to 3 working days for the money to be send. On Wednesday the 5th of February when we again checked our account the money was still not in our account. We again phoned Absa Bank as they charged us over R800 for the Transaction. Absa then told us they have no clue where the money is and that we have to phone the other bank in australia. we phoned them only to learn no we can phone the international bank of absa to trace the money, which we did. they informed us that the transaction cannot go through as the other account in Oz does not have n fiscal address and we are not physically staying there, bare in mind we have send funds to this account before and that the account is in our name and have been verified. They then cancelled the transaction and only paid us back R19000 instead of the full R20000 and said because of the rand exchange rate we now have lost the R1000. Even though the transaction did not go through how can we be charged?
