Ignoring reversal that needs to be done

I have been trying to contact VA through the website as they promised to do a reversal. As the the reversal amount and the amount for a free month was roughly the same figure. I was offered (and I accepted) a free month in December 2012. The reply I received is as follows:

"Hi Reshav
Thank you for your e-mail.
I do apologize for the inconvenience caused and that no one had gotten back to you with regards to your initial query. Please note that there was no bag promotion in May 2012 nor July 2012.
The refund was processed on the 20 July 2012 for the amount of R466.00. I have processed the free month for December 2012. please be advised that you would need to have your photo taken in order to gain access to the club.

The refund was not processed as the sales person the application and blamed the "new" admin person as incompetent. I went through two sales people who will tell you and promise you everything prior to joining even it is not a running promotion.
Please process my free month or do a reversal for December 2012.
I am tired of hearing it is someone's fault. I am also tired of no one replying to mail mails.
