Not enough staff on the floor during month-end

I went to Edgars Wonderpark mall to purchase underwear and clothes for my toddler. There was only one cashier in the entire store open. Needless to say, it was a day after the public holiday and month end. It raises questions about staffing and how that particular store management decides to allocate shifts. It's common knowledge that during month ends, you deploy more staff members to the floor so that your customer experience is not compromised. After queueing for almost an hour, I made my way to the customer service counter and was ready to snap, had they sent me back. One cashier there was busy packing clothes taking her time and we had to beg her to open the till as our feet could no longer take the standing in the queue. If customer experience means anything to your brand, you will surely address this situation.
