Cellular SIM not activated almost a month late

Second time I have had to lodge a complaint for Dion Wired in the space of two months, not very impressed.
Anyway. I bought a DATA SIM card for Cell C at the Canal Walk branch and was told that the RICA system for Cell C was offline, but I could take and pay for the card, and leave a copy of my ID and proof of residence with them. I was told that it would be activated in the morning that followed.
When I tried to follow up on this two weeks later, no one could tell me if it had been RICA'd.
Another two weeks past and I called the store again and was once again told that the RICA system was offline and that I should call Cell C to see if it was RICA'd. Cell C then told me that I would have to go all the way back to the store I purchased from and have it RICA'd. This is not down the road from me, because the closest DionWired to where I stay doesnt have a Cellular section.
I called Dion Wired again today and asked for the store manager. He was not in and only expected back the tomorrow. The person in charge of the Cellular department wasnt available and the line for the department was also busy, or so I was told
So far I have paid R400 for a piece of useless piece of plastic
