Refuse to refund deposit

I bought a case of beer and paid deposit on both the glass bottles and the plastics crate. When I took them back, I was told that the deposit on the bottles had to be spent in the liquor depot and there was no refund on the deposit paid for the plastic crate.
What don't they understand about a deposit?
My complaint is not about the money but the principal of the matter.
