Cellphone Insurance Claim

Each time I go to the store to claim insurance on my cellphone, they are always offline. I work with customers myself and if we offline I continue doing claims manually. So Edcon does not have a plan B to do their claims manually? And how can only the insurance claim system be offline while the purchasing system is online?
