Untrained staff and bad service

On tue 24th dec candy from Edgars N1 city informs me that my cell phone claim was approved for R2000.00 being unhappy with that I take further steps to ensure my claim is approved for the full R2600.00.
on the 05.01.2014 I call 08601130639 and speak to the supervisor Wendy and she informs me that my claim has been approved for R2600.00, I then ask her if my account was credited for the R2600.00 and she says no I get a R2600.00 voucher to purchase another phone.
On the 24th of Dec when Candy told me my claim was approved for R2000.00 I took it as though my account would be credited for that amount and got a contract phone at another supplier.
On the same day the 05.01.2014 I spoke to tabelo who said he would escalate this matter and get back to me its been 2days and still no feed back.

What I would like to know is why was I not informed by Candy that my claim was approved for a R2000.00 voucher and NOT R2000.00.
I already have a cell phone and don't need another one, if I was informed correctly in the first place, I would not have got another cell phone.

this is really unprofessional service.
