Billed but no airtime sent

My wife registered for foshini 121 R50 a month airtime in September 2013. Ever since she registered, her Foshini account has been billed every month and no airtime was paid. When she inquired she was told it's been sent to her mobile and we never saw a trace of that.

After several complaints that include me calling, she was yesterday informed that everytime they pay airtime, on the 6th of every month, a company called World Play is debiting that airtime. She was given a number that is constantly engaged to contact World Play with no luck. But if the airtime is paid, why doesn't it click in her phone first before that world play they claim debits it? It just doesn't make sense. Now they say she must cancel and it will cost her R150. So, it's R150 plus 3 months she's been billed for. I find this so ridiculously untrue. Foschini 121 is ripping us off. And not including airtime spent calling call centre and taxi fare to store.

Why that airtime has not even once reflected on her cellphone account. And strange enough, that World Play only debits airtime from Foshini 121, not the one she recharges. This is pure fabrication of. Can someone explain to us what the is going on?
