Refusing to close the account and pay refund

My account was settled in full on the 26th July 2013. I've asked them to close my account since the balance has been settled in full. On the 20th August, they debited my account with R1100 (for what, i have no idea). I've since been requesting a refund and closure of my account, which they clearly refuse to do. I've been sent backwards and forth it terms of the required documents to be submitted. I've submitted these documents about three times now (Copy of ID, Letter requesting closure of the account, bank statement, account number). I call almost every three days to find out on the progress, to my surprise every new person that i speak to seem to have no idea of my request. How much should a person beg a company to close their account, really are they that desperate to get everyone in debt that they'll refuse to close an account.

I've been told that I'll get my refund in a week, it has been like that since forever, HOW LONG IS A WEEK? Furthermore, I'm told that my refund will be for R900, what happened to my R1100. REALLY NOW...
