Refusal to give deposit back and bad attitude

I am currently at a very bad position where I have been running up and down to get my deposit back from an estate agent (Lisa). I vacated on a place I was renting on the first of November 2013. On the 3rd of November 2013 I requested for my deposit. Lisa told me that she didn't have my deposit and that I should ask the landlord for it. I contacted the landlord and he told me that he needed to get confirmation from the agent that everything was in order in order for me to get my deposit back. On the 8th of Nov Lisa sent an email saying that everything was in order with the apartment and I could get my deposit back. The deposit was still not paid to me, so I decided to speak to her manager Allison. Allison arranged for a meeting with myself and Lisa, 30 minutes before the meeting Lisa sent an email saying that the flat had to be cleaned and painted, therefore I could not get my deposit. In the meeting she and said that she had told me this. There is nothing in writing at the moment and nothing in my bank account either. Lisa was extremely rude in the meeting and she even said that she wished that she has not given me the place to stay. I am in a crisis and need help urgently.
