Overcharging and lack of response

I have one house built on two notarially tied stands. C of J insist on separate accounts for each stand. One account (401616541) covers rates for approximately half of the value of the property plus all services while the other account (401616559) covers only the rates for the other half of the property value. Although this worked well for some time, on 22 .8.2011 a charge was put through to acc 401616559 for R4391.28 for refuse charges back-dated to some date and refuse charges have been made monthly since that date. I have only one bin and the overcharge now amounts to over R7000. Queries to Pik-it-up (ref 2090938-Bongani) and to C of J (8000569259-Portia) on 11.11.2011 have brought no refund despite their assurance that it wouild be done and despite numerous phone calls I can get no satisfaction. I was given a new ref no.80001241190 on 31.1.2013 but nothing has transpired. Attempts to get the matter resolved by thte local D A coucillor have also brought no result and I was told to be patient. Can you assist in any wayu or advise what action I can take.
