INCORRECTLY CAPTURED RATES ACCOUNT

In late February 2012 my property was transfered to my name. I went to the municipality to transfer the rates account and provided all the required documentation wrote down my postal addres for account statements. In June 2012 when I hadn't received any account statement I took another day off from work to enquire. The same lady who had assisted me in March was still there and she confirmed that she had captured everything according to my request and that my account was still ok as the transferring attorneys had paid for 3 months in advance so I shouldnt worry. I waited and waited and nothing ever came by post. Last month, after hearing about the property rates review I took a day off once again to go and sort out my account. I was sent from pillar to post with officials arguing about who is suppose to assist me between the rates office and customer care until I got a statement at last. My account had been sent to a physical address I do'nt know, I even quiried if that was my house rates accounts as it didnt make sense and it was confirmed. I' m willing to make an arrangement to settle my arrears but what would my recourse be to get the municipality to also account for their part
