Too busy to answer the phone?

I applied to renew my drivers licence in February 2013. I was told that if I had not received any notification within a month, to call the number that they had given me to find out whether my licence was there. It doesn't help that at the moment there is a postal strike on the go so I haven't received any notifications via post, or hope against hope, sms. I therefore tried calling ALL the numbers for the Randburg Licence department, many times each, and none of the calls were answered. This is extremely frustrating. The only answer would be to actually go there in person to find out if my new licence is there. What is the point of giving the public numbers to call if they are not going to answer the phones anyway?
