Application passport- unacceptable/incompetance

My daughter lives, works and study in Hong Kong. She urgently needed a new passport for visa purposes. she applied at the Centurion offices 17th of Dec 2013 to, for new passport. They assured her that her passport will be ready in two weeks. this did not happen and she left the country. after several calls the call centre informed me now that there is problem to verify her fingerprints. They merely stated that she will have to go to the Embassy in Hong Kong for new fingerprints and that it will take months. the result is that my daughter be sent back to South Africa, unable able to continue her studies, and loose a job that is very important to her. I requested assistance even from the DDG responsible for passport, who promised immediate attention. Have not been contacted since. DHA complaints cannot confirm that the problem relates to fingerprints.
