EThekwini keeps over billing me!

I am a widow & a pensioner, I do not own an air conditioner nor any other high electrical sourcing equipment. I reside in a flat with 1 daughter and our electrical usage is as minimal as possible. My geezer is switched off during the day and I only use the stove during some evenings. I don't understand how my bill can get shot up by more than triple my normal bill. I almost had a heart attack when I opened my bill dated 29/12. I went into Martin west on smith street to query it & the consultant abruptly told me that there is nothing she can do but I must pay this amount as it is an estimate for the past 7 months & that I would still be receiving a new bill to pay by month end. I told her to investigate the matter but she was reluctant to help. Seems like the municipality do not care to take care of their senior citizens but only want to rob them. I had to borrow a sum of money from a relative to pay a portion & then some. I do not think anybody has even come to check my readings monthly. It seems to me that the municipality just wants to rob their clients so that they can pay eskom what is owing to them. I will now be considering a solar powered electricity option.
