My electricity bill is unreasonably overcharged

I am a person who stays alone in my flat and ussually at work and come back late. End of November 2012 I had an electricity bill of R2000, I was away on December so I went to lay a complain on January 2013 with a photo captured meter reading that my electricity bill has been overchaged. The lady who helped me agreed that they indeed overchaged me, then she said the account is fixed I must just go and pay what I ussually pay per month. In the history of my monthly statements, since I stayed in this flat in February 2011, I pay an avarage of R250 to R300 or sometimes R400.

Since end of November I didnt recieve any statement, neither through post nor email. I was paying around 250 per month as I was told that I must pay what I ussaully pay on average. Just two days ago I recieved a statement billing me R1668.00. i then went to enquire again with the municipality today and they told me (in counter seven) that my billing is correct, I must just pay my bill and stop acting.

But how reasonable is that, a person staying alone, and always away charged R1668.00 of electricity bill. Even if they estimate over what I payed the difference cannot be vast. This is utterly in disgrace..
