Refund due from August 2010 still not refunded

I have spent a lot of personal time on this matter. City of Johannesburg Municipality ("COJ") were provided with a letter from the transferring attorney notifying them of the date of transfer of the property I sold in 2010. In this letter, COJ was provided with the details of the new owners as well as my details (including banking details). The letter was accompanied by a copy of the deeds search as well. Numerous emails and phone calls were made in the past three years to get my old account closed so that I could be refunded. Towards the end of last year, I physically went in to the Randburg office and took copies of all the documentation. Randburg office assisted me in reversing all the subsequent charges that were mean't for the new owners. They provided me with a refund form and requested a stamped bank statement from my bank for the refund due to me. I provided both during my next visit to their offices. I was assured that I would be refunded within 2 to 3 weeks. More than two months later and still no refund. COJ then requested proof of payment of the clearance figures and I provided this to them - silly request. Very poor service from them considering they've been spoon fed
