Billed for an account - dormant for 7 YEARS

I only received this letter in the post yesterday, so I find it quite interesting that it has taken a full 7 days to get to me. I also find it interesting that this is a letter of demand for payment yet it comes via standard post so should I not respond within the 14 days as demanded by the City of Cape Town I will be handed over for further action. So essentially I have 7 days to clear up this matter???
I called the Call Centre last night at about 17h30 upon receiving this letter and spoke with a very nice and helpful lady by the name of Nomfanelo. I enquired as to why I received this letter? According to this letter, address 52 Canterbury Road Highbury ERF 17953 has an account outstanding. I was told that this account has not been active since March 2006. This bill dates back to February/March 2006. When my husband, sold this property the lawyers charged him a fee to settle any outstanding amounts which is law and all properties are subjected to this fee? So my question to you is, how can after 6 years and 11 months someone in your department suddenly wake up and say there is an outstanding amount, lets bill these ppl?
