City of Cape Town Fail To Correct Billing

I have sent 10 emails to City of Cape Town since 16 January, but fail to get a response from them.
My account number: 217657825
Their invoice number that I am disputing: 102003018758
According to the above invoice from them, my account is in arrears with R458.54
This is an error, as I have settled this amount via eft on 2 January 2013 already.
I have brought this to their attention and sent them proof of the eft and requested an amended invoice.
To date they have not responded, even though I have sent 10 emails - each time I received an automated response with a reference number, but clearly they do not follow up on any queries.
