Water Disconnected Without Warning

I found two polite gentlemen outside my house this morning, disconnecting my water supply. I asked if they would wait 20 mins for me to settle the account at a nearby Pick n Pay and show them the receipt, but they were unable to do so.

I rushed off anyway, settled the account in full - arrears and current amount. I then spoke with a very helpful and friendly lady named Bulelwa at the Customer Care Division, and on her request emailed proof of payment to the city.

My complaint is that we may have to wait 48 hours or more for water again. That means no water for drinking, cleaning, cooking, or ablutions. I have a wife and two small children.

While the COCT is within its rights to do this (I'm embarrassed to say our arrears did remain unpaid for a long time), surely there is at least ONE final warning - a phone call, an email, a letter, an SMS? I received nothing. They have my information, and it would have saved both time and energy on both sides to simply point out that disconnection was about to take place.
