Disconnection of water supply

What the Tshwane municipality have done is violation of human rights, as one cannot survive without water for longer than 5 days.. they have disconnected water at our house just because our account was R65 less last month. there are a lot of people that are owing thousands of rand's & they disconnect my water for R65??? really & every time you call them they say it will take 48hrs for re connection.. meanwhile we are without water... they do not care at all.. water is essential in everyone's life, u cannot do anything without water.. so disappoint in them
