No response in 6 months - do they exist?

I lodged a complaint against a service provider on 3 April 2013. To date, not even an acknowledgement of receipt from the NCC.. The CPA is a farce, no way to police the Act. The public should know, forget about the CPA, it doesn't actually exist. Just another government department eating tax payers' money.
