Minister fails to respond to my letter 8/8/2013

I wrote to Minister Molewa regarding the huge increase of 34% on the basic levy charged by their "Catchment Management Agency", Overberg Water, for the financial year 2013/2014.
I have sent numerous email letters to Overberg Water from March 2013, however they refuse to provide me with any justification for the increase which then prompted me to seek assistance from Minister Molewa, in her capacity as Regulator to these Water Catchment Agencies. She too has chosen to ignore my correspondence despite acknowledging receipt to my original letter of 8/8/2013 and another four of my subsequent follow ups.
Surely one has the constitutional right to demand an explanation for the increase of some six times the national inflation rate?
We are already buckling under the abuse of Eskom on our electricity rates and now water tariffs seems to be going the same way but without even the courtesy of a consultation process.
