City of Johanneburg E-account system failure

Week after week, month after month, trying to get my lights and water account form CoJ.
Always getting some message about the a system problem.
But if you want your account go to your branch or somewhere you are advised.
So we pay a token amount HOPING we pay enough so as not to get cut-off and have even bigger problems.
Obviously they wont respond to complaint. I doubt they are even aware of them.
