Cut Electricity off for no reason

I am a pensioner and receive my monies on the 11 of the month, I pay my lights and water on the 11 of every month with out fail. My due date on my Lights and water account is the 4 of every month. I pay my lights and water on the 11 every month with out fail. The next thing I know after I have paid may account the city o Jhb () sends a contractor to cut my lights and water off. They also have now put a payment on my account of a preterm nation notice of R216, 60 which I never received and a cut off and a reconnection fee of R1370 .where do they expect me to find this money. I have never made a late payment in my life. The city of Jhb big time, I need these charges reversed off my account
