WAITING FOR A REFUND

After various attempts to submit our companies banking details at SARS we finaly got feedback that they accepted it and changed it on our profile, with this we are waiting for a refund, they said we will be refunded at least 21 days after the banking deatils has been cpatured, this was on 11 Arpil 2013, its now been 3 months in which we phoned SARS numerous times to find out what the hold up is, each time they say there is an escalation on the refund and that it can be paid at any time now, we just need to wait and if we dont recieve the refund within 5 days we must phone agian. Unfortunately the publick cant speak directly to the refunds department and thats why we had to wait and see, just to phone again the next week. Isnt this unfair, If you owe SARS you have to pay within a set time frame, but if they owe you, they can take their time.
All I want is feedback on why they are taking so long and I want to see the money in our Bussiness account asap!
