Poor Poor Government Service

Went to Home Affairs Makhado on the 08.01.2013 for my passport, sat in a queue for 3 Hours the queue didn't move once so I left. Then I went to Home Affairs Sibasa on the 18.01.2013, the sistems was down so the supervisor told me they are open on Saturdays so I must come back the following day. Went back to this morning 19.01.2013 no one could help me because there was no cashier where I could pay for my passport.
I am really really hopeless now, each time I have to take off work, and it's a bit of a drive to get there and the people working there just don't give a, its really poor poor service.
