Still no refund after sending proof of payment

Good Day,

After I received a call from Avon, i sent them proof of payment as well as my banking details and account,

And the Psycology guy told me the process takes 7 days for me to get my money back as it has to pass through several departments for the money to be refunded,

The documents were sent on the 12th Feb 2013, which means 7 days gone past the time i was told i will get a refund,

And i sent him an email this morning asking him about the refund and he said it takes another 7 days after the money has been processed by the finance department before i can get the money,

What i don't understand is, if the account shows there's money inside and i gave them proof of payment why are they still keeping money for extra seven days,
