I want my money now, not in February 2014

I paid The University on 26 September 2013, an amount of r100, 00 application fee, plus R950, 00, application for accommodation for my child, for 2014. My application was turned down by university, on 27 September, 2013, because of an id copy that is dark and uncertified. I then, went back to the university to claim refund of the money, R950, 00 deposit, that I paid towards accommodation as the application for my child is now cancelled. I was given forms to complete, and submitted all the necessary proof that the r950.00 was paid into their bank account. University replied, and confirmed receipt of the refund claim forms, and stated that money will be processed, but takes 21 days for that process. 3-weeks is a long time, just to process, R950.00 refund. I, then today, inquired from the University why, this process takes so long. They have all the documents they need, proof of payment they hold as well. I was shocked to receive reply from the University that I can only claim that money after February 2014, this is ridiculous. why is the University holding my money?
