Incorrect Billing of paid account

My wife has received a mailed letter stating that she owes R342.00 for using the E-Tolls with her vehicle.
However her vehicle is registered for E-Tolls on a prepaid account and the account is paid.
We called the VPC on 0800726725 and spoke to John Mahlope who is a team leader but he was not willing or able to assist.
This is unacceptable that SANRL cannot manage their account system.
