No Invoice, tarrifs to high

I received and SMS .which said I owe R 449.00 for e-tolls and I have been handed over to VPC.I then reacted immediately and went to the e-toll branch in Menlyn park mall. When i got there they told me their system is slow .i was patient and waited for 3 hours to pay the debt. I paid not only the R449 they told me I owe another R 607.11 .My complaint is these rates are high and even higher than those on their boards along the road and those which the Minister stipulated on the Government. To make it worse this huge amount is only for 9 days and some of them, they say on the 13th I used N3 where there are 4 e - tolls

After paying they kept sending me sms and emails which annoyed me worse as I had paid.
Can someone from SANRAL explain how they came out with these high rates and why they say I used N3
on the 13th. How can one pay R1056.00 in 9 days even if I was a not an e -tag registered user.

They then said they will give me 60% discount, why??
