Dealers fail to have car licensed as promised

Before Christmas last year we bought a used vehicle from Imperial Motors, Pinetown. An agreement was made that for the fee of R1000 Imperial Motors would sort out the licensing, registration and number plates of our vehicle. However, they explained to us that the licensing office would be closed until 2 January, and gave us paper dealer plates for the interim and promised to have it licensed as soon as the traffic office reopened. It is now 3 weeks since the licensing offices reopened and we are still waiting for Imperial Motors to sort out our licensing and registration.
There have been phonecalls (always from us, never from them) and there have been promises. But still no action. We were then told that they would courier the papers to us but we would have to do our own registration, but they would not refund the full R1000 - only the registration fee.
In the meantime we are driving a vehicle whose license expired on 31 October 2013.
