Imperial select principal refuses to pay refund

During April 2013 I went to Chery Strijdom Park on Malibongwe Drive (Johannesburg), a member of the Imperial Select Group, and purchased a Volvo S60. The sales rep that assisted me was Ivan Marias. Part of the sale agreement was that the dealership was going to arrange personalised number plates for me and they charged R4218 as part of the overall purchase price.

Two months later, I still hadn't received my personalised plates. Ivan eventually called me to inform me that he cannot get the name that I requested. I then gave him a name [over the phone] and that name was 'Jahboo - GP' as my name is Jabu. A couple of weeks later Ivan called me to come and pick up my plates only to find that the plates were written 'Yahboo - GP' and I protested and told them that they have made a mistake and that they should rectify it. Ian (DP at the time) and I agreed that they should just get me normal plates and refund me. I tweeted the Imperial Select account because it was taking them a long time to get me the normal plates and their temporary registration had expired, they assured me my refund will reflect on my acc end of july2013. They have reneged on the agreement and are refusing to pay.
