NO DELIVERY OF ORDER ON THE AGREED TIME

I BOUGHT AND PAID FOR A HAT I ORDERED FOR MY MOM. I TOLD THE SELLER BEFORE I PAID THAT I NEED THE HAT FOR A WEDDING THAT IS TAKING PLACE ON THE 02ND NOVEMBER AND THE SELLER ASSURED ME I WILL HAVE MY HAT LONG BEFORE THE WEEDING. I THEN CONTACTED THE SELLER AFTER SHE HAD SAID SHE SENT MY HAT ON THE 26TH OCTOBER BUT COULDNT GIVE ME A TRACKING NUMBER UP UNTIL THE 30TH OCTOBER AFTER A FIGHT. PETRO STILL INSISTED THAT THEY SENT THE PARCEL ON THRUSDAY AND THEN SAID IT WAS SENT ON FRIDAY BUT SHE GAVE ME A PE TRACING NUMBER WHICH THE POST OFFICE COULDNT PICK UP. I THEN TRACED THE PARCEL AGAIN ON THE 31ST AND ONLY WAS TOLD THAT THE PARCEL WAS ONLY ACCEPTED BY THE POST OFFICE ON THE 30TH OF OCTOBER AND WILL TAKE PLUS MINUS 7 DAYS TO GET TO ME. WHEN I ASKED FOR MY REFUND SHE SAID I CANNOT GET MY REFUND I MUST GO AND READ THE TERMS AND CONDITIONS ON HER WEBSITE. SHE FOOLED ME BY MISLEADING ME AND THIS HAT WILL ONLY ARRIVE TO ME AFTER THE WEDDING AND WILL NOT SERVE THE PURPOSE NOW. NOW I MUST LOOK FOR ANOTHER HAT BECAUSE I WONT GET THIS HAD BEFORE THE WEDDING AND THIS LADY REFUSED TO REFUND MY MONEY BACK
