Unprofessional - Not keeping their word

A couple weeks ago I did an online application on behalf of my mum to join Momentum Health on the Ingwe option. Last week she received a Final Decision Letter stating that she has been accepted on the Ingwe Option. Momentum Health's conditions were that they will impose a 25% penalty and general/specific waiting periods with a cost of R620 as she is unemployed. We were happy and she signed thinking she had been accepted on these terms. We assumed this was a binding agreement in which they named their terms and we accepted.

However yesterday she received a call and email with Momentum asking for my dad's payslip. They indicated that the premium would likely increase, depending on his salary. So it turns out that the Final Decision Letter was in fact not final! Its seems that Momentum can change terms as they please even after an agreement has been signed. They tried to explain this away by saying that they accidently sent the Final Decision Letter. Was this not an official binding agreement that MH have just discarded? It seems very opportunistic! This is extremely unprofessional and they have wasted 2 weeks of our time! I will have to reevaluate my own policy with them.
