Billing errors, and no documents

I joined this scheme about 7 months ago, to date i have not received any documentation whatsoever, i have phoned the call centre and requested the doc's they say they will email it and it never happens. I phoned yesterday they said they are still awaiting membership cards. During this 7 month period i had to pay medical expenses like blood work and doctors visits, and want to be refunded. Due to your incompetance i had no idea where to go and no membership number or card to give them, and no one has ever heard of you. To add insult to injury you debited me on the 28th as well as the 31st so you double debited me. If i do not get refunded for my expenses as well as the double debit i will have no choice but to give this complaint to the ombudsman. This sounds more like a money making cheme, than a medical scheme plan. My boyfriend cancelled a few months ago due to the exact same problems.
